The first thing to do upon opening I Am Not The Thief!, is to take the "Stolen!" insert and put it into one of the card sleeves where it will stay. The insert is important to the game so you don't want to loose it.
After you remove Item cards from the shrink-wrap, you will probably want to shuffle them to start off with the cards in a random order.
Each player need something to write on and something to write with.
The Dealer puts item cards in card sleeves, one for each of the 3 to 9 players. All of the sleeves have a window to read the prompt except for one that reads "Stolen!"
All of the cards in sleeves are dealt face down so they appear identical.
